"Good article.  I am a L.E.O. and have thought about this.  Until now, I have not been in an incident where a legal citizen has had a gun drawn. But I hope if I come accross one, they have something that I could see that might give me an indication they might NOT be the bad person.  Your product might be the answer but, if no other guns are present except mine and the citizens, even with the I.D., they need to be ready to hit the ground until I can evaluate who they are."

I have an Alabama Pistol Permit.  I got the ID pouch for the Alabama Pistol Permit.  I had a violent encounter with a robber in Georgia.  Shots were fired but no one was harmed.  The robber ran away.  I did not chase him.  After the incident, I got my ID pouch that had my pistol permit in it and my drivers license, and held it in my hand.  When I heard the sirens, I put my pistol on the ground, stepped away from it, held my hands up with the reflector material showing because it was after dark.  When the PD arrived, they told me to keep my hands up, turn my back towards them, and do not move.  I felt the hand grab my hands and move them to my back.  He took the ID pouch and put the cuffs on.  They did not pickup my pistol up but, they asked me what happened.  Later, one of the officers told me he thought that having my pistol permit, and my dirvers license in the ID pouch was  a great idea.

Legally Armed Citizen Identification

Estimates on the number of people who have been issued a Carry Permit or Carry License, is approaching 9,000,000.  This is a much higher number than commissioned Law Enforcement Officers.  Because of this, encounters between those in the law enforcement community and individuals who have been authorized to carry weapons, continues to rise.  Actual incidents where problems have developed are few and rare.  When they do occur, it seems to be on the part of the law enforcement officer.  Because of this, we need to examine some areas where problems could occur, and try and develope a response that may assist both parties, the law enforcement officer, and the citizen.

Mass Shooting Incidents

Columbine, Fort Hood, Virginia Tech, and Mumbai are examples of deadly attacks where both Legally Armed Citizens and those in Law Enforcement could be involved in the same incident.  Because most states have laws that restrict where a Legally Armed Citizen may not carry a firearm, in some deadly incidents only the bad person and the law will have guns.  However, because of the inherent drive to stay alive, there are a number of Legally Armed Citizens who reluctantly violate these laws in an attempt to allow themselves the ability of self-defense.  In almost all of the deadly incidents where innocent people were killed by terrorists or un-stable attackers, Legally Armed Citezens were restricted from carrying a weapon.  This is a key reason why legislators should consider the word 'exempt', when enacting laws where firearms may not be carried.  They can make all the laws they want, just 'exempt' Legally Armed Citizens from the provisions where firearms may not be carried.

Now, lets examine a situation where firearms are banned by law or not banned by a law, but a deadly attack is occuring.  What happens in this type of incident when a Legally Armed Citizen responds with armed resistance?  When a Law Enforcement Officer (in uniform) arrives on the scene, how could he or she be able to identify the attacker from the Legally Armed Citizen? 

Identification


There are companies that sell badges for just about anything and just about to anyone.  Badges that look like Law Enforcement Badges but, they are not for commissioned officers.  This is a big problem with badges.  You can't read one unless it is close to you and, you don't know if the badge is real or the person should be carrying a badge.  The majority of people will recognize a Law Enforcement Officer who is in uniform, but out of uniform, the person may or may not believe the badge without additonal identification (a commision card).

There are incidents from time to time where a person has identified themselves as a Law Enforcement Officer but; they are not.  A number of rapes have occured using this tactic.  CCW badges are not a good idea.  In the beginning when states started to enact laws allowing citizens to be armed legally, badges were considered a good idea incase the citizen was in a dangerous situation, Law Enforcement Officers might think they were another officer, and treat them better.  However, most officers don't care about the badge if they don't recognize the person holding or wearing the badge.  "Hands up, and get on the ground", until they are able to identify the person.  It is just too dangerous on the streets anymore to let someone pull the cap over your eyes.

When a person in law enforcement is in a situation where there are other officers involved, they will wear something that can be identified by anyone, that they are the police.  A reflector vest, hat, pull-down patch, or something that can be seen at a distance showing others who they are.  Can a Legally Armed Citizen use a similar means of identification?  We believe this just might be the best way to be seen as another good guy, versus a bad guy.  This is the reason we developed the Legally Armed Reflector I.D. Deadly Attacks Will Occur


No matter what anyone thinks, terrorists (both domestic and international), will continue to try and kill innocent people.  Thugs will continue to be thugs.  Criminals cannot go back in time and change what they did to make their life easier.  They will continue to break laws and harm others.  More and more civilians will get their authorization to carry defensive weapons.  We need to address what occurs in a situation when a Legally Armed Citizen and Law Enforcement Officers, come in contact with each other at a deadly shooting, or any situation where both have guns drawn.

There are Law Enforcement Officers who will say that citizens just don't have the knowledge to know what to do in any situation where guns are present.  This is correct for some people.  However, there are a number of Legally Armed Citizens with military and law enforcement backgrounds, who are now retired citizens and carry weapons.  There are other citizens who have had as much tactical training as the average commissiond officer.  I am not trying to defend either the officers who feel this way, or the citizen.  It is a fact that at some time, both parties will emerge at the same time in a very dangerous situation.  What should both parties do?

Some officers will continue to say, they citizen needs to remain neutral and stay out of the encounter.  This is easy to say but, the natural urge to stay alive is strong.  After all, they are now in a situation that had the majority of State Legislators pass this type of law...self-preservation.  Most Legally Armed Citizens in a situation like this, will not try and engage the attacker.  They will only use their weapon if needed to protect themselves or in many cases, others.  It is the Law Enforcement Officer who must try and neutralise the attacker.  However, when the Law Enforcement Officer sees the Legally Armed Citizen, how is he or she able to identify that they are not the attacker?  We look back at what most officers use when they want to be identified immediately by others as police.  The use of highly reflective material so others can see them.  Because most incidents occur at night, this makes sense.  Now, the Legally Armed Citizen has a Reflector I.D that contains their Carry License or Permit and it is visable so anyone can see it.  Is this a better idea than having nothing to identify them?  Most believe it is.

Better To Be Prepared Than Not Prepared

Both the Legally Armed Citizen and the Law Enforcement Officer need to be aware of what could occur in any deadly shooting incident.  There are now more Legally Armed Citizens than those who wear a badge for a living.  We need to be ready to identify each other in a situation that calls for firearms to be used.  The Legally Armed Reflector I.D. Pouch is something every Legally Armed Citizen should have and, every person in the Law Enforcement Community should be aware of. 

This product allows a Carry License or Permit to be seen immediately.  No digging in any pocket to retrieve a wallet, or dig into a purse, to get the Carry License or Permit.  When a person wants their Carry License or Permit to be seen but there is no danger present, the reflector is NOT used.  The only reason the reflector should be seen is to identify the person that they are a Legally Armed Citizen.  Upon a closer look, their Carry License or Carry Permit can be see immediately.

We all need to react to what could occur.  Training is done to better prepair a person to react in a situation.  Consider this a training article addressing what both parties should be aware of in a dangerous incident.

Now in our article, a civilian has addressed similar reasons why there needs to be some form of immediate identification so both parties, Law Enforcemnt and Legally Armed Citizens, can identify each other. This will be very important in a situation where some nut case or terrorist is shooting at innocent people.  It has happend in the past, and it will happen again.
