One state that has more legally armed citizens than most states, compared to the average population, is the state of Alabama. In Montgomery, Alabama the number of pistol permits issued to residents is over 24,000. This is a high percentage based on the population of the county. One of the reasons why so many residents of Alabama decide to obtain a Alabama pistol permit is the cost. The Sheriff in each county in Alabama determines what the cost is to receive an Alabama pistol permit. The lowest cost is $5.00 and the highest is $ 30.00 per year. These fees are paid directly to the Sheriff's office in the county that the person resides. There are no additional fees to any other law enforcement department like the Federal Bureau of Investigation (F.B.I.) because there are no criminal investigations other than what the Sheriff's office undertakes. There is no cost for any gun range qualification since this is not required by their law. The lower the cost to be legally armed results in more people taking advantage of obtaining a permit or license. A similar state that imposes very low fees is Pennsylvania. The cost to obtain a permit is about $5.00 a year. This state also has a high number of residents who are legally armed. Again, low fees are one of the key reasons for so many legally armed citizens. Has the lack of full background investigations (no fingerprint criminal investigation), or the lack of gun range qualification been a benefit or detriment? According to the history in both of these states, incidents regarding legally armed residents of these states is no higher or lower than in states that require higher fees (because of more criminal backgound investigations), and annual firearm training. What can be determined from this? The lower the cost to obtain a permit or license to be legally armed, the more law abiding citizens of a state will take advantage of the law. The more legally armed citizens there are, the higher the chances that a person intent on committing a crime or terrorist acts will come into contact with a legally armed citizen.
