Arizona Department Of Safety Researching National Reciprocity Standards For Legally Armed CitizensEvery since the 1990's when states first started to enact Right To Carry Laws, there has been a wish by legally armed citizens, that states would recognize the permits and licenses issued by other states, the same way a driver's license is recognized. Obtain a license or permit to carry in your home state, and strap on the gun to take a trip around the country. Sounds good but, it has been a struggle to get some states to recognize another state permit or license.The Differences In Some State RTC Laws Causes Concerns With Regulators Of Other StatesSome states have very similar RTC laws. Same restrictions on who may not obtain a permit or license, similar training standards, and similar restrictions on where to carry or not carry. However, some states have provisions that are not meet with enthusiasm by other states. Examples are: 18 year olds can obtain a permit or license, no "in-depth" background investigation, no training provisions, or other areas. These seem to be the blocking points by some states in not recognizing other states permit or license.Federal Proposals Have Fallen FlatDuring the Clinton Administration, a federal proposal was introduced that would allow law enforcement officers to carry in every state in America, on and off duty. Attached to this proposal was an amendment that would also allow authorized citizens (permit or license holders) to carry in every state in America. Whether or not the state had a Right To Carry Law. Although it started out with good momentum, it arrived on the House and Senate floors about the same time as "Monica" and Bill were playing with cigars. It seemed to just drop off in an empty hole. Recently, another proposal has emerged on a federal level for law enforcement officers however; the provisions regarding legally armed citizens has disappeared.Some legally armed citizens are glad that a federal law has not been enacted. These individuals fear the federal government and do not want them into the Right To Carry arena at all. They do not need to know who is carrying, or if money gets tight, to levy a tax on a permit or license.The RTC States Are Trying To Close The GapIn the last few years, more and more states have began to recognize each other by establishing reciprocity between them. Even states like Alabama (not trying to pick on them since some other states do the same things), that do not require a full criminal background investigation or training, have been able to establish reciprocity with other states. Even though it seems that the reciprocity area is working, it is a long and cumbersome journey.A State Regulatory Agency Looks Into National ReciprocityThe majority of individuals who are authorized to carry defensive weapons, regard their state regulatory agency as just a agency that wants the money, or to find another area that should be restricted from legally armed citizens. Now, a state regulatory agency is actually researching how a national reciprocity plan could work between the RTC states on their own. This is without the federal government being involved in the process.This is the first indication that some plan might work. If RTC states were able to agree on the previsions, a permit or license to carry would really be like a drivers license! The regulatory agency that needs your input and assistance with this project is the Arizona Department of Public Service. The individual who was given this task is Officer Russ Hamilton. Officer Hamilton is trying to establish point of contact with state regulators, grass roots organizations, and individuals who might be able to bring some useful information or suggestions to the table for study. It is going to be time consuming and difficult to undertake and complete this type of research. Please don't send him letters about any philosophy or your inner feelings on why your state government is stealing your money by charging a fee for something that is guaranteed under the Second Amendment. Although he might agree with you, his task is to develop "comprehensive" areas that every state might agree to in the RTC area. Lets try and help him. Thanks. |
